The spy parked his car in the early evening on the icy drive in preparation for the raid on the secret headquarters. He wanted to make sure that no one knew that he had been there. so had brought his trusty salt and pepper shakers with him.

The salt was for spreading on the ice that would melt to obliterate his tire tracks and then freeze later in the night showing no sign of the car and the pepper would be sprinkled in his tracks to throw search dogs off the scent.
